an Executive Order for Final "Fast Track Completion" of the "Columbia Basin
PRESIDENT OBAMA ACTIONS SPEAK MUCH LOUDER THAN EMPTY WORDS,
REAL LEADERS LEAD BY ACTIONS!

If there is a time in Washington State's and Our Nation's History when "real leaders are needed to join together and act in a bipartisan fashion", it is now!
3. I would like to also Challenge Washington State's Democratic and Republican
PARTY Leaders to Unanimously Co-endorse SIGN AND DELIVER
a "letter of Support" to President Obama for Completion of the Columbia Basin
4. FOR THE PUBLIC RECORD I know WE CAN PUT THE PROJECT IN WITHOUT ANY
BY TAKING PRE-EXISTING REVENUES (ALREADY AVAILABLE REVENUES), AND
REDIRECT THEM INTO "NONREVOCABLE AGRICULTURAL TRUST ACCOUNTS",
FOR FINAL COMPLETION OF OUR NATIONS LARGEST PUBLIC WORKS PROJECT
IN 50 YEARS!
5. I would like to also Publicly Challenge Current 9th Dist. Representative Joe
Schmick, Senator Mark Schoesler, Governor Christine Gregoire, Senator Lisa
Brown. To 7 Regional Debates to debate

Debates to be 1st held in Spokane, the Tri-Cities, Pullman, Walla Walla,
Moses Lake, Clarkston, and Othello.

INDUSTRY HAS GIVEN & WILL CONTINUE TO GIVE POSITIVE RETURNS FOR
President Obama said to "call them out"!

I believe the Washington State Democratic Party & the Washington State
Republican Party owes it to the tax payors of Washington State, to research
completely all viable revenue producing alternatives before they enact new taxes!
Our State's Republican Party should instruct Congresswomen Cathy Mc Morris
Rodgers to meet with Congressman Doc Hastings, and Congressman Reichert and
they should all walk across the isle and invite Senator Patty Murray and the other
Washington State Democratic Party leaders to form a
"Washington State Green Team"!
The voters deserve more for "Our tax dollars" and from their so called leaders, in
Bring YOUR Plans to; 7 Regional Summit Debates
THE "STOCKWELL PLAN" WILL BE IT CAN BE DONE WITH PRE-EXISTING
REVENUES BY DIVERTING THOSE PRE-EXISTING REVENUES INTO
"NONREVOCABLE AGRICULTURAL TRUST ACCOUNTS"
WITHOUT THE NEED OF ANY NEW TAXES!
A. to Balance the current 2.8 Billion Dollar General Fund Deficit, that is projected
to blossom to 5 Billion Dollars within the next two years.
If Washington State's 11 Congressional Leaders, along with the Governor, and
both parties of the Washington Legislature, and the "Columbia Basin Development
League" would approach President Obama he would agree to my proposal!
If our Washington State's 11 Congressional Leaders would help with this effort we
could sidestep a state income tax (and it is coming), and also any new State taxes
to off set the predicted 5 billion shortfall next year in the General Fund!

BRIEF DESCRIPTION: Requesting support for the Columbia Basin Project.
1 TO THE HONORABLE BARACK OBAMA, PRESIDENT OF THE UNITED STATES, AND
2 TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF
THE HOUSE OF
3 REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES
4 UNITED STATES, IN CONGRESS ASSEMBLED, AND TO
THE HONORABLE CHRISTINE O.
5 GREGOIRE, GOVERNOR OF THE STATE OF
6 We, your Memorialists, the Senate and House of Representatives of
7 the State of Washington, in legislative session assembled,
8 represent and petition as
9 WHEREAS, The Columbia Basin Project stores and carries water
10 irrigation, produces electricity, controls floods, provides
11 and regulates streamflow, as well as provides water for
12 industries, navigation, and endangered species;
13 WHEREAS, The Columbia Basin Project has successfully
14 enough irrigation water for approximately 650,000 acres of
15 lands between Grand Coulee and the Qu ad Cities;
16 WHEREAS, The United States Bureau of Reclamation is studying
17 potential for building the second half, or "Phase II," of the
18 Basin Project, extending irrigation water into portions of the

NOW, THEREFORE, Your Memorialists respectfully pray that the
2 President and Congress support the vitally important Columbia
3 Project and direct the United States Bureau of Reclamation to
4 its study and implementation of "Phase II" of the Columbia River
5 Project. More directly, your Memorialists request that President
6 and Governor Gregoire draft and sign Executive Orders designed
7 outline a Joint Venture Agreement between President
8 Administration and the Gregoire Administration to:
(1) Finance Phase
9 II of the Columbia Basin Project;
(2) finance the remainder of those
10 canals and reservoirs held within the East High Canal Project
11 originally designed by Franklin D. Roosevelt's Administration;
12 to the economic conditions of today's economic crisis,
request that all
13 funding options be mandated for review by the state and
14 governments; and
(4) due to the economic conditions of our nation,
15 request a "Fast Track" approach to this project being reviewed
16 adhered to.
17 BE IT RESOLVED, That copies of this Memorial be
18 transmitted to the Honorable Barack Obama, President of
19 States, the Honorable Christine O. Gregoire, Governor of the
20 Washington, the President of the United States Senate, the
21 the House of Representatives, and each member of Congress from
22 State of Washington.
